Kasumigaseki, where many of governmental offices are situated, is often thought of a desert in Tokyo.
But these days, a few Japanese people have realized an importance of “a place to take a breath” even in Kasumigaseki. Fountain and a patch of grass (with a sign of NO ENTRY!) provide a piece of relief to a mass of Japanese business people quickly walk pass by.
